Does a UAE residence visa change the Singapore rules?
No. Singapore's Immigration & Checkpoints Authority (ICA) lists India among countries whose passports need a visa. Living in the UAE does not alter that. Singapore's visa-free entry for UAE passport holders applies to Emirati citizens, not UAE residents.
The 96-hour Visa Free Transit Facility (VFTF) is open to Indian nationals, but only with a valid visa or long-term pass for the US, UK, Canada, Australia, New Zealand, Germany, Switzerland or Japan. The UAE is not on that list. If you happen to hold, say, a valid UK visa with at least a month left, the VFTF can apply on a genuine transit. No. India is on ICA's visa-required list, and the UAE is not one of the countries whose visas qualify for the 96-hour Visa Free Transit Facility.

Can I apply at the Singapore Embassy in Abu Dhabi?
